SoluStaff is actively recruiting a Geographic Information Systems (GIS) Analyst to support its customer, a government organization located in Philadelphia, PA. The GIS Analyst will support the efforts of transitioning the customer’s multiple parcel datasets from current state to a single, unified dataset. This position will be responsible for researching land records within the customer’s records and performing edits to the GIS parcel dataset(s) to fix identified discrepancies, repair topological errors, and orthorectify misaligned parcel boundaries. The GIS Analyst will utilize ESRI ArcGIS Pro software. The successful candidate will be provided detailed on-site training on the Customer’s parcel maintenance workflows and land records system.  This is a remote, full time position.

• Perform edits in ArcGIS Desktop 10.x to correct identified discrepancies within the customer’s GIS parcel dataset, then transition to ArcGIS Pro 2.x to complete the work.
• Research land records, real estate transactions, parcel attributes, and parcel geometry for unidentified discrepancies.
• Confer with internal customer resources, and external resources (title company representatives, engineers, private surveyors, etc.) as needed to resolve discrepancies.
• Prepare and maintain status reports of clean-up efforts to Project Manager.
• Interact with Project Manager and GIS staff to address/resolve data issues.
• Participate in meetings and events within the team and the department.

• Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Information Science, or Civil Engineering.
• A minimum of 2 years of professional GIS experience.
• Experience with municipal land records research and parcel editing.
• Ability to interpret complex deed descriptions, metes and bounds, and survey drawings and convert into coordinate geometry for parcel editing purposes.
• Proficiency using ESRI ArcGIS Desktop 10.x software suite for editing, data creation, analysis and map production.
• Thorough understanding of complex data update workflows and the ability to implement them.
• Proficiency using Microsoft Office Professional Suite (Access, Excel, Word, PowerPoint).
• Highly detail focused and organized with excellent written and oral communication skills.
• Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.

Preferred, but not required skills include:

• Experience in utilization of versioned and non-versioned spatial data in ESRI ArcSDE 10.x.
• Experience with data maintenance that’s reliant on multiple data sources.
• Proficiency using ESRI ArcGIS Pro 2.x software suite for editing, data creation, analysis and map production
