Overview

SoluStaff is actively recruiting a Senior Systems Architect for its customer, located in Center City Philadelphia.  The Senior Systems Architect will lead efforts towards the replacement of our customer’s legacy tax information system.  Responsibilities include documenting the existing Tax Information Processing System, identifying the requirements for a new system, analyzing the business impact and change management approach for the new system, and assist in system procurement (via RFI and RFP). This is a contract position, and estimated duration is 6 months to 1 year.

Responsibilities

  • Document the existing tax information system
    • Identifying all existing system functionality and evaluation of which functions are needed in the future
    • Identifying and evaluating all known system integrations, partners, and agents for migration
  • Solution Requirements Gathering
    • Identifying of new and future functionality needed, such as an online taxpayer portal and out-of-the-box IRS Publication 1075 compliance
    • Evaluation of legal requirements
    • Identifying any revenue generation or cost saving opportunities
    • Evaluation of Data Migration requirements, best practices, and any data cleansing projects that must take place prior to system migration
    • Identifying data storage, growth plan, and IT systems requirements
    • Identifying needs of external stakeholders, e.g. taxpayers, and applying human-centered design approach to solution requirements.
  • Business Impact/Change Management Planning
    • Strategic evaluation of change management, staffing, and resource allocation requirements for new system
    • Evaluation and suggested adjustment to existing business processes affected by new system
    • Identifying best-practice models for new and future business processes
    • Identifying requirements for ongoing maintenance and upgrades following implementation
    • Recommend data conversion and migration strategy
    • Perform Return on Investment (RoI) analysis of existing tax programs
  • System Procurement
    • Identify pool of vendors to target with Request for Information (RFI)
    • Perform cost research for budgeting
    • Draft RFP
    • Analyze RFP responses

Qualifications

  • Bachelor’s Degree from an accredited college or university with major course work in computer science, information technology/science or a closely related field with a minimum of seven years’ total work experience.
  • 3 + years of work experience as a Systems Analyst
  • Familiarity and experience with tax information systems and tax compliance
