Responsibilities

SoluStaff is actively recruiting a Basis2 Analyst consultant who possesses technical expertise to speed and aid the implementation of a new billing system. The ideal consultant will bridge the gap between business and technology.

 

  • Evaluate interface layouts for efficiency and effectiveness; study timings in relationship to collection agency placements and make recommendations or modifications accordingly.
  • Review technical solutions proposed by the billing system developers
  • Act as liaison with business and billing system tech team
  • Work with the business and billing system tech team to reach appropriate solutions that produce a desired outcome
  • Suggest alternate work flow solutions due to system design
  • Act as liaison with third parties’ interfaces
  • Assist in development of work flow process for Utilities Services Tenants Rights Act (USTRA)
  • Serve as intermediate to aid in the timely filing of Bankruptcy Proof of Claims and other Bankruptcy matters
  • Recommend solutions for the migration of a requisite number of eligible accounts from various stages of enforcement to Municipal Court
  • Assist in the development and promptness of referring accounts to multiple third party vendors
  • Attend meetings with business users and billing system tech teams in the role of business advocate
  • Assist in requirements definitions; bridge understanding gap between customer and tech team to speed up the implementation schedule
  • Create test case scenarios
  • Perform scenario testing; define steps necessary for testing along with expected results, create relationships between test cases and requirements; manage changes to test cases when requirements change; track results, and measure progress
  • Assist in the review of system functionality and tech team deliverables
  • Review functionality of the payment agreement system for bugs and process improvements
  • Perform Quality Assurance testing to partner with existing QA efforts
  • Review reports and balancing
  • Offer solutions for customer’s Zip Check process when anomalies occur
  • Make recommendation for process improvements
  • Advocate for technical needs and enhancements to the billing system
  • Performance testing
  • Verify that goals and business requirements that have been identified are being met
  • Assist business in technical or process issue resolution
  • Assist in reconciliation process between business and third-party collection agencies
  • Share in identifying and documentation of red flags
  • Evaluate and assist in managing legacy data after conversion
  • Update and support data warehouse providing user ability to query data as needed
  • Assist in managing vacant property data for identification and eligibility for write-off
  • Perform related work as needed

Successful Applicant and the Business Analyst assigned to this project will need thorough

knowledge of the following:

  • BASIS2 (Prophecy)
  • .NET
  • JAVA
  • IMS
  • Oracle 11
  • VSAM
  • COBOL
  • SQL
  • MVS JCL
  • FTP
  • ACH payment format
  • Knowledge of Relational Database Structures

 

Candidate must have 5 years’ experience in IT, with specific experience with billing and customer information systems

Candidate must possess a BS in Computer Science or equivalent from an accredited University
