Overview

SoluStaff is actively recruiting for a Web Application Developer for our client in downtown Philadelphia.  The chosen candidate will enhance the functionality, and improve the design and usability of the client application/website for internal and external users.

Responsibilities

  • Over hauling website design and improving user interface, experience, and overall usability of site
  • Creating a Site Administrative System to define access, permissions and create administrative rights for Staff and Users
  • Allowing for more robust reporting, analytics, and data functionality to inform business stakeholders decision-making.
  • Increasing the flexibility and accessibility of tax filing and payment options for clients customers.
  • Modeling and developing some site elements (e.g. Admin System) for use
  • Security upgrades
  • Implementing automatic email and text notifications and reminders
  • Creating a mobile friendly website
  • Work closely with the project .Net Developer and other team members to develop quality documentation and test plans;
  • Develop efficient custom queries, scripts, macros, views and other methods requests.
  • Learn new technologies and determine appropriate uses based on user requirements. This may include mobile, ArcGIS On-line, Citrix mobility pack interface,
  • Develop and optimize reports using Crystal Reports and/or MS SQL Reporting Tools
  • Work well with Office of Innovation and Technology (OIT) resources and other departments on inter-departmental tasks and projects.
  • Gather user requirements and develop applications (web and otherwise)
  • Help coordinate the implementation of short- and long-term projects, objectives, policies and procedures for the production and maintenance of all application development related issues.
  • Follow SDLC methodology including requirements gathering, solution architecture, coding, testing, and deployment.
  • Review code and high-level designs by contract vendors and other team members to ensure that strategic objectives and business needs are met.
  • Proactively identify application inefficiencies and propose solutions.
  • Identify, create, and maintain development frameworks and code libraries.
  • Create prototypes and functional specifications for application development projects.
  • Work closely with the team members to develop quality assurance documentation and test plans.
  • Work closely with production support and help desk staff to develop operating documentation.
  • Make suggestions on creating technical standards for specific applications and the City as a whole.
  • Other duties as assigned.

Qualifications

  • Apply application development standards and best practices
  • Understand application architecture
  • Reliably deliver work of the highest standards on time
  • Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Interpret a variety of instructions furnished in written, oral, diagram, or schedule form and communicate them visually.
  • Include documentation both external to, and internal to applications
  • Document code written by other programmers
  • Debug and enhance existing applications and SQL Queries
  • Upgrade or reinvent existing applications
  • Demonstrate exemplary communication skills with management, administrative and technical staff
  • MS SQL Server 2008 or later – use of SQL query language, scheduled jobs, and stored procedures
  • Java, HTML5,XML, C#, MS Visual Basic .Net, use of record sets, roll-back, managing error messages
  • Experience with .Net framework
  • Client Server architecture & Web architecture, including web services and APIs
  • Implementation and administration of COTS supporting a large, multi-disciplinary organization
  • Project management, business Analysis, and/or application design specification
  • GIS Software Development tools (Optional – interest and willingness to learn)
  • Mobile Application Development (Optional – interest and willingness to learn)
